STATE OF NEW JERSEY

 

INTRODUCED JULY 25, 1996

A Senate Resolution designating the week of September 16th through 20th, 1996 as "Payroll Week" in New Jersey.

 

Whereas, Payroll professionals in the United States are responsible for producing paychecks for 124 million working Americans annually and ensuring that workers' earnings and the withholding of employment taxes are properly accounted for; and

Whereas, Under our system of voluntary tax compliance, payroll professionals constitute the nation's tax collectors responsible for withholding, reporting and depositing, on behalf of the federal government alone, nearly $880 billion in taxes annually, accounting for over 70% of gross federal revenues; and

Whereas, Payroll departments constitute an important service sector of our national economy, spending more than $15 billion each year complying with federal and state wage and tax laws and more than $6 billion annually complying with federal and state employment security (unemployment) laws, a service to this country; and

Whereas, The workers in our payroll departments play a key role in carrying out such important and diverse government programs as enforcement of fair labor standards, child support and the administration of social security, unemployment insurance and Medicare; and

Whereas, Payroll departments ensure, through wage reporting, that retirees' social security benefits accurately reflect their career earnings and enforce fair labor practices by ensuring that workers due overtime pay receive it; and

Whereas, Payroll professionals help identify deadbeat parents by filing new hire reports to child support enforcement agencies to ensure that child support payments can be withheld from a noncustodial parent's pay if appropriate, which payments have constituted more than half of all child support payments made, totaling more than $8.1 billion, over the last 10 years; and

Whereas, Payroll professionals coordinate the entire benefits and retirement structure of their employers into their systems to reflect accurately, for tax purposes, fringe benefits ranging from medical insurance to child care and health club reimbursements; and

Whereas, Employer payroll workers successfully carry out their responsibility of ensuring that not too much tax or too little tax is withheld from workers' pay in a timely and efficient manner, a positive example of what works in our country; and

Whereas, The week of September 16th through 20th, 1996, will be recognized nationally as "National Payroll Week" with the theme that "America Works Because We Are 'Working For America!"; and

Whereas, It is fitting and proper that this State recognize the important role played by payroll professionals and the millions of workers throughout the nation who have taxes withheld from every paycheck; now, therefore,

 

    Be It Resolved by the Senate of the State of New Jersey:

 

    1. The week of September 16th through 20th, 1996 is designated as "Payroll Week" in New Jersey.

 

    2. This House urges the people of New Jersey to participate in observances of "Payroll Week" and to recognize the contributions of payroll professionals and workers in our State.
