SENATE RESOLUTION No. 83

STATE OF NEW JERSEY

INTRODUCED MARCH 10, 1997

By Senator BUBBA

A Senate Resolution calling on the New Jersey State Commission of Investigation to conduct a thorough investigation of the circumstances surrounding the awarding of professional contracts by the Passaic County government within the last decade.

Whereas, During the past several months, the activities of the Passaic County government relative to the awarding of professional contracts within the last decade have come under investigation by federal grand jurors meeting in Newark; and

Whereas, Among the records recently subpoenaed are those relating to work performed at Preakness Hospital, the county nursing home, and work done on several large county projects; and

Whereas, Information has also been sought by the grand jury relative to the removal of petroleum-contaminated soil during the construction of the county administration building in 1990, which delayed the opening of the building for more than two years and doubled the original construction cost to more than $30 million; and

Whereas, Questions have also been raised recently by the local media regarding the leasing of office space in the City of Passaic by the county and a link to organized crime; and

Whereas, The citizens of Passaic County and the entire State have a right to know whether any actions taken by the Passaic County government may have had a deleterious effect on the county, its fiscal stability and the welfare of its citizens, and it is therefore fitting and proper to call on the New Jersey State Commission of Investigation to conduct a thorough investigation of the circumstances surrounding the awarding of professional contracts by the Passaic County government within the last decade; now, therefore,

Be It Resolved by the Senate of the State of New Jersey:

    1. This House calls on the New Jersey State Commission of Investigation to conduct a thorough investigation of all aspects of the circumstances surrounding the awarding of professional contracts by the Passaic County government within the last decade.

    2. Duly authenticated copies of this resolution, signed by the President of the Senate and attested by the Secretary thereof, shall be transmitted to the New Jersey State Commission of Investigation.
