·         The Office of Legislative Services (OLS) estimates that this bill will result in an indeterminate increase in expenditures from the State General Fund.  Expenditures to establish the State Ombudsman for Federal Funds will vary depending upon the design, operation, and implementation of the office. Experience of similar offices, for example, indicates that the annual cost may range between $284,000 as budgeted for the Office of the Ombudsman for Individuals with Intellectual or Developmental Disabilities and Their Families and $2.6 million as budgeted for the State Long Term Care Ombudsman.

 

·         The expenditures will support the costs of compensation for professional and administrative staff, contracts for consultants if necessary, establishing an electronic tracking system, creating a website, the preparation of annual reports to the Governor and the Legislature on the activities of the Ombudsman, and other miscellaneous costs

 

 

BILL DESCRIPTION

 

      This bill establishes the Office of the Ombudsman for Federal Funds within the Department of the Treasury.  The purpose of the office and the duties of the ombudsman will be to serve as a resource to enable State agencies to qualify and apply for and receive federal funds, and to oversee the activities of State agencies in this regard.  The ombudsman would be appointed by the Governor and serve at the pleasure of the Governor during the Governor's term of office.  The ombudsman must be qualified by training and experience to perform the duties of the office, and be a person of recognized judgment, integrity, and objectivity.
