with Senate Floor Amendments

      These Senate amendments eliminate the restriction that grants could only be awarded to public institutions of higher education.  The amendments also provide that the data on veterans required to be reported under the bill will be for veterans who self-report.  The amendments also extend the Troops to College Program to independent institutions of higher education.
