SYNOPSIS

     Establishes Helmets to Hardhats program in the DMVA; appropriates $400,000.

An Act establishing the Helmets to Hardhats program in the Department of Military and Veterans Affairs.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  There is established the Helmets to Hardhats program located in the Department of Military and Veterans Affairs and administered by the New Jersey Building and Construction Trades Council.  The program shall provide outreach and assistance to veterans in obtaining preparation and guidance to gain admission into training and education programs needed to obtain high quality careers in the construction industry, including registered apprenticeship programs which lead to high quality careers in the building trades, as well as careers in administration, engineering and management in the construction industry.

     b.    For the purposes of this section:

     “registered apprenticeship" means apprenticeship in a program providing to each trainee combined classroom and on-the-job training under the direct and close supervision of a highly skilled worker in an occupation recognized as an apprenticeable trade, and registered by the Office of Apprenticeship of the United States Department of Labor and meeting the standards established by that office.

     "veteran" means any resident of this State who has been discharged honorably or under general honorable conditions who served in any branch or a Reserve component of the Armed Forces of the United States or the National Guard of this State.

 

     2.    There is appropriated from the General Fund to the Helmets to Hardhats program in the Department of Military and Veterans Affairs the sum of $400,000 to implement the provisions of section 1 of P.L.    , c.    (C.       ) (pending before the Legislature as this bill).

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill establishes the Helmets to Hardhats program in the Department of Military and Veterans Affairs and administered by the New Jersey Building and Construction Trades Council.  The purpose of the program is to provide outreach and assistance to veterans in obtaining preparation and guidance to gain admission into training and education programs needed to obtain high quality

 careers in the construction industry, including registered

apprenticeship programs which lead to high quality careers in the building trades, as well as careers in administration, engineering and management in the construction industry.
