The Advisory Council will take testimony from representatives of State and Private entities concerning the current adoption process and will investigate recommendations to improve and expedite the adoption process.

The Advisory Council will identify ways to increase the number of adoptions and to streamline the adoption process to make it as "user-friendly" as possible.
